Oregon Department of Emergency Management must assign one full-time equivalent employee as a COAD (Community Organization Active in Disaster) liaison for each of Oregon's 36 counties

Liaisons will coordinate formation of new county-level disaster preparedness networks or strengthen existing ones, with the goal of developing them into independent, self-sustaining organizations

Liaison duties include building relationships with local organizations, businesses, and governments; coordinating donated resources; and supporting long-term recovery groups
