Oregon Department of Emergency Management must develop a grant program, in consultation with the OregonServes Commission, to support and expand community volunteer programs related to emergency management

Public and private entities that train and utilize volunteers for emergency preparedness, response, and recovery are eligible to apply for grants

Grant funds may be used for recruiting, training, managing, or deploying emergency volunteers, including program staffing and operations

Establishes the Volunteer Capacity Building Fund in the State Treasury, separate from the General Fund, with continuous appropriation to ODEM for grant awards

Grant priority goes to projects that maximize statewide emergency preparedness across all regions and leverage federal or other non-state funding sources
