Establishes the Oregon Public Assistance Grant Account within the Oregon Disaster Response Fund, with moneys continuously appropriated to the Oregon Department of Emergency Management

Authorizes grants to local governments, special government bodies, federally recognized Indian tribes, and nonprofit organizations to repair critical infrastructure or restore economic centers impacted by state-declared emergencies that lack federal disaster declarations

Provides matching funds for FEMA Public Assistance Program grants following state-declared emergencies that receive federal disaster declarations

Funds emergency response activities including protective measures and debris removal performed by state agencies and nonprofit organizations at the department's direction

Expands the existing Oregon Disaster Response Fund to cover state-declared emergencies in addition to federally declared disasters
