Establishes the Oregon Strategic Resilience Sustainability Commission, a seven-member body appointed by the Governor with four-year terms, subject to Senate confirmation

Creates the Oregon Strategic Resiliency Self-Sufficiency Region, defined as a 300-mile diameter circle centered near Oregon's geographic center, to measure foodstuff production self-sufficiency

Requires the commission to develop and administer grant programs to increase regional food production, expand processing capacity, and support at-risk food retailers in vulnerable areas

Sets a goal of achieving 50% regional production of all foodstuffs consumed in Oregon by December 31, 2037, with processing facilities sufficient to handle all regionally produced food

Grant schedules for production and processing capacity expansion must be based on carbon emission reductions achieved through regional food delivery to local markets
