Repeals ORS 352.011, which previously limited the types of degrees that Western Oregon University, Southern Oregon University, and Eastern Oregon University could offer

Amends ORS 352.089 to remove the requirement that program changes submitted by these three regional universities must comply with the now-repealed degree limitations

Allows Western Oregon University, Southern Oregon University, and Eastern Oregon University to offer the same range of degree programs as other Oregon public universities

Maintains existing Higher Education Coordinating Commission oversight requiring all public universities to submit significant academic program changes for approval
