Requires the Alcohol and Drug Policy Commission to develop a statewide primary prevention strategy addressing youth substance use through universal, selective, and indicated prevention approaches

Mandates a comprehensive inventory and assessment of existing prevention programs, workforce gaps in youth substance use treatment, and financial accounting of current prevention expenses

Requires the Commission to report findings and recommendations to legislative health committees by September 15, 2026

Directs the Commission, in collaboration with Oregon Health and Science University, to provide education and technical assistance to youth substance use treatment providers

Appropriates $921,232 from the General Fund to the Oregon Health Authority for the 2025-2027 biennium; Section 1 provisions expire January 2, 2027
