Establishes the Seniors Emergency Dental Program within the Oregon Health Authority to provide emergency extractions, limited oral evaluations, and X-ray services (periapical, bitewing, panoramic, and cone beam)

Eligibility requires individuals to be at least 65 years of age, ineligible for medical assistance, have income at or below 400% of federal poverty guidelines, and reside in an area served by a coordinated care organization

Covered services provided without copayments, deductibles, or cost sharing

Oregon Health Authority required to enter into or amend contracts with coordinated care organizations statewide to deliver program services

Program becomes operative January 1, 2027; act takes effect on the 91st day following adjournment of the 2025 legislative session
