Allows health care facilities to refuse to admit patients or permit use of their facilities for abortion, physician-assisted suicide, gender-affirming treatment, and certain procedures involving embryos or fetal tissue

Protects health care practitioners, students, and faculty from discipline by employers or health professional regulatory agencies for refusing to participate in covered procedures after submitting written objection

Creates private right of action for damages and equitable relief against violating facilities, employers, schools, or regulatory agencies, with mandatory attorney fees for prevailing plaintiffs and a one-year statute of limitations

Defines narrow medical emergency exception for abortion where failure to terminate pregnancy would likely result in death or serious irreversible physical impairment of major bodily functions
