Health Evidence Review Commission must begin a medical technology assessment of gender-affirming treatment by August 30, 2025, and develop evidence-based healthcare guidelines for providers, consumers, and purchasers in Oregon

Assessment must analyze safety, efficacy, and quality of evidence for treatments including puberty blockers, hormone replacement therapy, mastectomies, genital surgeries, tracheal shave, hair electrolysis, and facial feminization procedures for children, adolescents, and adults

Commission must establish diagnostic criteria and assessment procedures to identify patients most likely to benefit from gender-affirming treatment

Report due to legislative interim committees on health care by September 15, 2026, with public availability on Oregon Health Authority website

Declared an emergency effective upon passage; provisions repealed January 2, 2027
