Attorney General must adopt and maintain a list of foreign adversaries ineligible to acquire interests in Oregon farm or forest lands, drawing from federal lists including Commerce Department foreign adversaries, defense trade prohibitions, and Treasury Department sanctions lists

Any deed, sales agreement, or instrument conveying farm or forest land to a listed foreign adversary (or entity 50%+ controlled by one) is automatically void, with no right to restitution or profit from the property

Restrictions apply to land zoned for exclusive farm use, forest use, or mixed farm/forest use, as well as land primarily used for farming or forestry, including cannabis cultivation

State Department of Agriculture must publish an annual report by July 1 detailing total foreign-owned agricultural land, 10-year ownership trends, current uses, and foreign ownership of energy facilities, with copies delivered to the Governor and legislative committees

Takes effect 91 days after the 2025 legislative session adjourns, with reporting requirements beginning for calendar year 2026
