Authorizes the Water Resources Commission to adopt rules allowing electronic submission and delivery of documents in lieu of mailing, with documents sent electronically considered delivered when sent for deadline purposes

Shifts public notice requirements from newspaper publication to the department's weekly public notice for hydroelectric permit applications, water right transfers, exchange applications, and preliminary permit applications

Extends initial water right permit completion deadlines from 5 to 7 years for most uses, limits extensions for quasi-municipal and group domestic permits to one extension of 10-20 years, and allows only one 2-year extension for certain pending permits

Requires the department to maintain and publish a list of water source restrictions (critical ground water areas, classification restrictions, and withdrawals from appropriation) and return applications for prohibited uses

Allows the Water Resources Department to accept credit/debit card payments with a processing fee, implement phased fee payments for applications, and establishes that proposed final orders automatically become final orders 33 days after the protest period closes if no protest is filed
