Amends Oregon child support statutes to replace "support enforcement" terminology with "child support services" throughout ORS chapters 25, 107, 109, and related statutes, clarifying the scope of services provided by the Oregon Child Support Program

Allows state licensing agencies to accept federal individual taxpayer identification numbers or federal government-issued identification as alternatives to Social Security numbers for license applications when an applicant lacks a Social Security number

Authorizes the Department of Justice to provide notices to obligors and obligees by electronic mail or other electronic delivery methods (in addition to first class mail) when authorized by the recipient, modernizing communication procedures for child support proceedings

Clarifies rules for handling multiple child support judgments involving the same obligor, child, and time period, including situations where a later-issued judgment changes the support obligation from one parent to another without expressly terminating the former obligation

Repeals ORS 25.575, 25.576, 25.577, and 25.710, and integrates ORS 25.501 to 25.556 into ORS chapter 25, consolidating child support statutory provisions
