Establishes the Rangeland Protection Association Fund in the State Treasury with a $1,000,000 General Fund appropriation for the 2025-2027 biennium to support firefighting and rangeland fire readiness

Authorizes the State Forester to transfer depreciated firefighting vehicles, equipment, and supplies to rangeland protection associations by sale or donation

Requires the State Forestry Department to assist rangeland protection associations in pursuing federal grant funding for volunteer firefighting and rural fire readiness programs

Expands the State Forester's authority to help rangeland protection associations with organizing, training members, acquiring/maintaining equipment, and paying liability insurance and administrative expenses (capped at 50% of budgeted operating costs)

Declared an emergency measure, taking effect immediately upon passage to preserve public peace, health and safety
