Redirects Oregon's corporate income and excise tax "kicker" from the State School Fund to the School Facility Improvement Fund for public school construction, infrastructure improvements, and maintenance projects

Caps grants at $500,000 per biennium per school district, with a 4:1 state-to-local matching requirement; districts may submit joint applications

Prioritizes funding for projects addressing student and staff health and safety needs, and for districts with reserve funds of 8% or less of their adopted budget

Allows secondary priority for districts whose general obligation bonds failed to receive voter approval within the preceding three years

Takes effect only if voters approve House Joint Resolution 13 (2025) at the November 2026 general election, applying to biennia ending on or after June 30, 2027
