Authorizes the State Treasurer to issue Article XI-Q general obligation bonds up to $19 million in net proceeds to finance courthouse expansion projects, in addition to existing authority for courthouse replacement

Allows bonds for expansion projects when the Chief Justice determines expansion is a cost-effective alternative to replacement and the project includes remediation of structural or seismic defects threatening health and safety

Expands acceptable county contributions toward the required 50% cost share to include credits for: appraised value of existing buildings converted to courthouse use, and anticipated costs of relocating county offices to vacate space being converted

Deposits bond proceeds in the Oregon Courthouse Capital Construction and Improvement Fund, which may be used to acquire, construct, expand, remodel, repair, equip, or furnish courthouses owned or operated by the State of Oregon
