Expands permit-exempt groundwater use to include watering commercial gardens (gardens growing plants for sale, trade, or barter) up to one-half acre using no more than 3,000 gallons per day

Limits combined groundwater use for commercial garden watering and other industrial/commercial purposes to 5,000 gallons per day total

Excludes cannabis cultivation from the "commercial garden" exemption unless grown by a person licensed under the state industrial hemp program (ORS 571.281)

Prohibits the commercial garden groundwater exemption in the Lower Umatilla Basin Groundwater Management Area, with this restriction set to expire January 2, 2028

Amends ORS 536.900, 537.545, and 540.045 to update cross-references and maintain consistency with the new exemption provisions
