Amends Oregon's habitability requirements (ORS 90.320) to explicitly require landlords to provide working locks for all dwelling entrance doors and latches for all windows providing access to the dwelling unit

Requires landlords using software-based access control systems (such as smartphone apps) to also offer tenants at least one alternative means of entry, including an access code, fob, key card, or other tangible key

Updates cross-references in ORS 458.395 regarding Housing and Community Services Department website information about cooling programs for landlords
