Secretary of State must maintain an online Oregon Rulemaking Information System allowing public search of current rules, proposed rules, previous rule versions, meeting/hearing information, advisory committee minutes, fiscal/economic impact statements, rule summaries, and FAQs

State agencies must make statutes, rules, internal interpretations, management guidance, and compliance resources easily accessible online to regulated parties, including any referenced or linked documents

Agencies must post online contact information for staff who can assist with compliance for each regulatory program and maintain regularly updated FAQ documents about their regulatory activities

Agencies must post all rulemaking notices on searchable agency websites allowing filtering by date, subject, regulatory program, statute, and keywords

Operative date is January 1, 2028, with authority for the Secretary of State and agencies to take preparatory actions before that date
