A joint legislative committee of 3 Senators and 3 Representatives will prepare ballot titles and explanatory statements for constitutional amendments and Acts passed during the 2025 regular session that are referred to voters at the 2026 general election

Standard word limits for ballot titles do not apply to measures prepared by this joint legislative committee

Electors dissatisfied with the committee's ballot title or explanatory statement may petition the Oregon Supreme Court within 5 business days of filing; the court reviews for substantial compliance and may modify or refer to the Attorney General

Committee membership requires 2 majority party and 1 minority party member from each chamber, appointed by the Senate President and House Speaker respectively

Declared an emergency measure effective immediately upon passage; ballot titles cannot be required before March 10, 2026
