Five state agencies (Department of Education, Teacher Standards and Practices Commission, Higher Education Coordinating Commission, Educator Advancement Council, and Employment Department) must establish and maintain a statewide educator workforce data system

"Educator workforce" includes licensed and classified staff employed by or contracted with public education providers such as school districts, public charter schools, education service districts, the Oregon School for the Deaf, and juvenile/youth corrections education programs

The data system may include a public statewide jobs website listing educator vacancies searchable by provider, content area, and geographic location

An interactive public data visualization tool would track trends on educator preparation, hiring, and retention sorted by provider, location, school, grade level, and teacher characteristics

A biennial report would analyze hiring patterns, staffing needs, educator mobility and attrition, satisfaction surveys, pay relative to local economic conditions, and future workforce demand projections
