Prohibits pharmacy benefit managers (PBMs) from requiring 340B pharmacies (which serve safety-net health care providers) to use claim modifiers identifying 340B drugs if the covered entity submits data to a qualified third-party clearinghouse meeting specific requirements for data integrity, privacy, and independence from conflicts of interest.

Establishes that the clearinghouse alternative must allow covered entities to submit claim data retrospectively on an aggregated basis without point-of-sale identification, and must not collect non-340B drug pricing or sell/license the data.

Defines "conflict of interest" for clearinghouses as employment, ownership, or control by covered entities, pharmaceutical manufacturers, PBMs, or health benefit plans.

Applies the same 340B claim modifier exemption to health insurance policies and contracts covering prescription drug reimbursement for Oregon residents.

Takes effect on the 91st day after the 2025 regular legislative session adjourns sine die.
