Amends ORS 469.504 to add a new criterion for the Energy Facility Siting Council (EFSC) when taking an exception to statewide planning goals for proposed energy facilities

Requires EFSC to find that areas not requiring a new exception cannot reasonably accommodate the proposed facility before granting an exception

Maintains existing exception standards including justifying why state policy should not apply, identifying and mitigating adverse environmental/economic/social/energy impacts, and ensuring compatibility with adjacent uses

Applies to exceptions taken on or after the effective date of the Act

Takes effect on the 91st day following adjournment sine die of the 2025 regular legislative session
