Creates the new crime of "grooming" as a Class C felony, punishable by up to 5 years imprisonment, a $125,000 fine, or both

Defines grooming as knowingly seducing, soliciting, luring, or enticing a child under 17, a child's guardian, or someone believed to be either, to commit a sex crime, distribute images of a child's sex organs, or engage in unlawful sexual conduct

Covers conduct through electronic devices (computers, internet, bulletin boards), in-person actions, third-party conduct, or written communication

Adds grooming to Oregon's statutory definition of "sex crime," requiring convicted individuals to register as sex offenders

Amends multiple Oregon Revised Statutes (ORS 161.005, 163A.005, 163A.115) to incorporate grooming into the Oregon Criminal Code and sex offender reporting requirements
