Expands where public notices can be published from traditional "newspapers" to "news publications," which includes both print and digital formats that publish at least weekly with 25% locally-composed content

Removes previous requirements that newspapers have bona fide paid subscribers representing more than half of distribution and specific page/column formatting standards

Updates approximately 17 Oregon statutes governing public notice requirements for execution sales, lien foreclosures, animal impoundment proceedings, composting facility applications, urban renewal plans, and water rights proceedings

Changes compensation calculation for public notice publication from "open display advertising rate per column inch" to "average rate charged local advertisers not under contract"

Repeals ORS 193.040, 193.050, and 193.100, which contained additional newspaper qualification requirements
