Adds wine bottles to Oregon's Bottle Bill deposit system, operative July 1, 2026, expanding coverage beyond the existing wine-in-a-can provision

Sets the refund value for all beverage containers at 10 cents, removing the previous 5-cent tier and automatic trigger mechanism based on return rates

Wine bottles may display refund value via scannable QR code instead of physical label, accommodating existing wine labeling practices

Provides transition periods: wine cans filled before July 1, 2025 and wine bottles filled before July 1, 2026 are exempt from labeling requirements until January 2027 and January 2028, respectively

Dealers cannot refuse wine containers solely for lacking a printed refund value during the transition period
