Creates a new exemption from Oregon's money transmission licensing requirements for payment facilitators who assist with or process payments for goods or services under a written contract with a payee

Exemption applies only if the facilitator routes payments through a licensed money transmitter or regulated financial institution and does not itself engage in money transmission

Payment to the facilitator must satisfy or extinguish the payor's obligation to the payee for the exemption to apply

Updates statutory references to cite federal laws "as in effect on the effective date of this 2025 Act" rather than "as amended"

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
