Amends Oregon's pilot program for foster child students by changing grant recipients from individual public schools to school districts, which can then distribute funds to any of their middle schools or high schools

Department of Education selects three geographically diverse school districts to participate and provides funding through the Statewide Education Initiatives Account

Participating school districts must ensure foster child students have access to an educational advocate who provides guidance and support

Extends the pilot program's repeal date from June 30, 2027 to January 2, 2028

Requires progress reports to legislative committees by September 15, 2025 and September 15, 2027, with the second report to include outcomes data and potential statewide recommendations
