State Department of Energy must develop an energy storage transition plan for the "critical energy infrastructure hub," defined as all bulk oils or liquid fuels terminals on the west bank of the Willamette River in Portland

Plan development requires cooperation with Department of Environmental Quality, Department of Land Conservation and Development, Oregon Department of Emergency Management, State Fire Marshal, and State Resilience Officer

Department must engage industry stakeholders, technical experts, researchers, affected community members, and government agencies, and assess potential requirements for terminal owners to obtain insurance or surety bonds for earthquake-related catastrophic oil releases

Plan must be submitted to interim legislative committees on emergency management by September 15, 2026, and may include recommendations for implementing legislation

Act takes effect 91 days after the 2025 legislative session adjourns and is repealed on January 2, 2027
