Creates the Westside Express Service Authority (WESA) as an independent public corporation to operate the commuter rail line running from Beaverton to Wilsonville along State Highway 217, with a mission to enhance service frequency and eventually extend service to Salem and Eugene

Transfers operation and ownership of the Westside Express Service from TriMet to the new authority, with WESA responsible for paying all transfer costs including TriMet's expenses

Establishes a five-member governing board appointed by the Governor and confirmed by the Senate, serving four-year terms, plus an executive director responsible for day-to-day operations

Requires the authority to submit biennial funding requests through the Oregon Department of Administrative Services and file annual reports with the Governor and Joint Committee on Transportation by April 15 each year

Mandates feasibility reports on extending service to Salem (by September 15, 2028) and Eugene (by September 15, 2029), with the act taking effect 91 days after the 2025 legislative session adjourns
