State Board of Forestry must convey state forest lands to a county when the county's board of commissioners determines the transfer would provide the greatest permanent value to the county and formally requests the conveyance

Common School Forest Lands and lands described in ORS 530.450 are excluded from eligible transfers

Conveyed lands remain subject to existing state encumbrances, covenants, easements, and lease agreements

Counties must pay all transaction and closing costs, plus reimburse the state for the original purchase price, partition costs, quiet title expenses, and any transaction costs the state incurred

Funds received by the state are deposited in the State Forestry Department Account, and the Oregon Department of Administrative Services assists with conveyances
