Aligns Oregon's emissions reduction policy with practices to limit global warming to 1.5 degrees Celsius

Replaces the term "global warming" with "climate change" throughout provisions related to the Oregon Climate Action Commission

Declares an emergency, making the act effective immediately upon passage
