Appropriates $306,000 from the General Fund for the 2025-2027 biennium to the Oceangoing Research Vessel Program for 30 days of research per year on two research vessels operated by the University of Oregon Institute of Marine Biology

Appropriates $110,000 from the General Fund for the 2025-2027 biennium to the University of Oregon for purchasing a dive vessel and constructing a dock and dive platform

Declares an emergency, making the act effective July 1, 2025
