Establishes the Move Oregon-Idaho Border Task Force to study relocating 13 eastern Oregon counties to Idaho: Baker, Crook, Grant, Harney, Jefferson, Klamath, Lake, Malheur, Morrow, Sherman, Union, Wallowa, and Wheeler counties, all of which have passed nonbinding secession votes

Task force must document state and federal legal processes required for border relocation and study impacts on residents, businesses, schools, tribes, utilities, and taxes

Membership includes representatives from county/city governments, tribal governments, school boards, special districts, state legislators, agriculture/ranching/forestry experts, small business owners, and Greater Idaho advocates, with the Governor serving as chair

Idaho representatives from the Governor, Senate President, and House Speaker are invited to serve as nonvoting members

Appointments due by December 1, 2025; first meeting by January 15, 2026; final report due January 15, 2027; task force sunsets January 2, 2028
