Study will identify high-risk facilities in seismic hazard zones using criteria such as the U.S. Naval Research Laboratory's Toxic Hazard Score, model hazardous material dispersion scenarios, and analyze populations at risk

Report due to the State Resilience Officer by December 1, 2027, with findings intended to help local emergency management agencies improve response plans

Report and related materials are confidential and exempt from public disclosure until reviewed by the Director of Oregon Department of Emergency Management, who will designate which portions may be released publicly or shared with local agencies

Declared an emergency, effective immediately upon passage
