Department of Land Conservation and Development must develop guidance for local governments on siting and incentivizing child care facilities by December 31, 2026

Guidance must include recommendations for implementing existing child care statutes, allowing child care as home occupations, model land use regulations, and best practices for streamlining permitting

Local governments will receive policy and program recommendations they may adopt to incentivize child care facility development

Guidance must be published on the department's website and delivered to interim legislative committees related to land use or child care, along with any legislative recommendations

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
