After the governing body adopts an ordinance approving a plan, it must be referred to electors at the next eligible election date no sooner than 90 days after adoption

Substantial amendments requiring voter approval include any addition of land to an urban renewal area and any increase to the maximum indebtedness amount

The 90-day window for legal challenges to urban renewal plans now begins after voter approval rather than after governing body adoption

Applies to urban renewal plans proposed or substantially amended on or after the effective date of the Act
