Bans selling or offering to sell admission tickets that were obtained using such circumvention software

Requires resellers to have actual or constructive possession of tickets (or a written contract to obtain them) before offering them for resale, and mandates disclosure of delivery date and seating information to purchasers

Prohibits venue operators from denying entry, imposing fees, or discriminating against ticket holders who purchased from unaffiliated resellers

Requires ticket sellers to issue full refunds within 10 days after an event if they fail to deliver tickets, with violations enforceable as unlawful trade practices under Oregon law
