Construction of buildings or structures within 1,000 feet of an interstate pipeline centerline requires notification to the Oregon Utility Notification Center at the time of building permit application or 180 days before construction begins, whichever is earlier

Interstate pipeline owners/operators must respond in writing within 30 calendar days of receiving notice, acknowledging receipt and reviewing proposed construction details, including inspection of plans and the proposed site

State agencies and municipalities cannot issue building permits for structures within 1,000 feet of an interstate pipeline until receiving both the applicant's notice and the pipeline operator's reply (or written statement that no reply was received)

Interstate pipeline owners/operators must annually provide current contact information to the Oregon Utility Notification Center

Takes effect on the 91st day following adjournment of the 2025 regular legislative session and applies to building permits sought on or after that date
