Establishes the Public Drinking Water, Stormwater and Sewer Ratepayer Assistance Fund in the State Treasury to help low-income households pay water, stormwater, and sewer bills

Appropriates $11,000,000 from the General Fund for the biennium beginning July 1, 2025

Housing and Community Services Department will administer the fund and distribute grants to qualified organizations including nonprofit community-based organizations, housing authorities, community action agencies, and public utilities

Department must adopt administrative rules considering existing utility assistance programs such as the federal Low Income Home Energy Assistance Act

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
