Expands Oregon's veteran tuition waiver program to include community colleges and apprenticeship programs registered with the State Apprenticeship and Training Council that partner with community colleges

Extends coverage to waive tuition, fees, and textbook costs for apprenticeship certificates and associate degrees, with a maximum waiver of two years of full-time attendance

Lowers the disability threshold for qualifying service members from 100% to at least 80% service-connected disability

Raises the age limit for eligible children of service members and Purple Heart recipients from 23 to 25 years old at the time of waiver application

Adds requirement that Purple Heart recipients must have had Oregon as their home of record at time of entry into active duty, as shown on DD Form 214 or 215
