Oregon Health Authority must establish a toll-free pregnancy resources hotline providing information on free health pregnancy programs, care plan coordination, socioeconomic resources, and screening for abuse, assault, coercion, and human trafficking

Abortions prohibited unless the pregnant person consulted with the hotline at least 48 hours prior to the procedure, with an exception for medical emergencies where delay would likely result in death or substantial irreversible physical impairment

OHA must conduct annual audits of medical records from abortion providers, reviewing at least 10% of records, with civil penalties up to $5,000 per violation of the consultation requirement

Health professional regulatory boards must permanently revoke licenses of providers or facilities where more than 5% of audited records show noncompliance with the consultation requirements

Records from the hotline and abortion services are exempt from public disclosure, with limited exceptions for statistical reporting, enforcement proceedings, court subpoenas, and treatment by a current health care provider
