Amends ORS 188.010 to require at least 40 state House districts and 20 state Senate districts (two-thirds of each chamber) to have major party voter registration within five percentage points of parity

Establishes partisan balance as a higher-priority redistricting criterion than existing factors like contiguity, geographic boundaries, communities of interest, and transportation links, to the extent permitted by federal law

Retains existing redistricting criteria including equal population, contiguous districts, and prohibitions on drawing districts to favor political parties, incumbents, or dilute minority voting strength

Refers the measure to Oregon voters for approval or rejection at the November 2026 general election
