Legalizes "lane filtering" for two-wheeled motorcycles, allowing operators to travel between lanes of traffic when traffic is stopped or moving at 10 mph or less, and the motorcycle travels no more than 10 mph faster than surrounding traffic

Restricts lane filtering to highways with posted speed limits of 50 mph or higher, and prohibits it in school zones (7 a.m. to 5 p.m. on school days) and highway work zones

Prohibits motorcycles from passing on the right of vehicles in the far right lane or on the left of vehicles in the far left lane while lane filtering

Increases the penalty for unlawful motorcycle or moped passing in a lane from a Class B traffic violation to a Class A traffic violation, with a maximum fine of $2,000

Protects other drivers from liability for "depriving a motorcycle of a full lane" when a motorcyclist is lawfully operating between lanes of traffic
