Repeals the requirement that a licensed repository for high-level radioactive waste disposal must exist before Oregon can issue a site certificate for a nuclear-fueled thermal power plant

Repeals the requirement that proposed nuclear power plant site certificates be submitted to Oregon voters for approval before construction can proceed

Retains existing policy that high-level radioactive waste should not be stored at nuclear plant sites after the operating license expires, and requires plant operators to maintain responsibility for temporary waste storage until materials are removed for permanent storage

Requires the State Department of Energy and nuclear plant operators to pursue agreements with federal agencies to ensure proper waste handling

Refers the entire Act to Oregon voters for approval or rejection at the next regular general election (November 2026)
