Hospitals must establish and publish machine-readable lists of standard charges for all items, services, and at least 300 shoppable services, including gross charges, negotiated rates with each payor, minimum/maximum negotiated charges, and discounted cash prices

Price lists must be posted on hospital websites free of charge, without requiring user accounts or personal information, and must be searchable and accessible for automated downloads

Oregon Health Authority will receive all price lists, create an electronic complaint form, audit hospitals for compliance, and issue violation notices requiring immediate action or corrective action plans within 30 days

Hospitals out of compliance cannot pursue debt collection; patients sued by non-compliant hospitals may bring private lawsuits to dismiss collection actions, receive full refunds, recover triple damages, plus attorney fees (1-year statute of limitations)

Civil penalties up to $5,000 per day of violation, based on severity and prior violations, may not be passed on to payors or included in rate determinations
