Requires state agencies to invite the first chief sponsor of legislation (or their designee) to participate as a nonvoting member when an advisory committee is formed to develop rules implementing that legislation.

For committee-sponsored legislation, the chair of the sponsoring committee at the time of introduction must be invited to participate in the rulemaking advisory committee.

Applies the same legislative sponsor participation requirements to the Small Business Rules Advisory Committee when agencies use it to review proposed administrative rules.

Amends ORS 183.333 and ORS 183.407 to establish these new participation requirements.

Applies to advisory committees appointed on or after the effective date of the act; passed the House on May 14, 2025 and the Senate on June 17, 2025.
