Oregon Criminal Justice Commission must develop a formula for distributing grant funds to counties for behavioral health deflection programs, which divert individuals with substance use or mental health disorders away from the criminal justice system toward treatment and services

Formula must account for six county-specific factors: rurality, number of law enforcement agencies requiring coordination, nonfatal drug overdoses (emergency department visits), drug overdose deaths, drug-related arrests, homeless population, and Medicaid recipients

County applicants may not receive less than $150,000 in grant funds, with the committee separately determining funding proportions for federally recognized tribal governments

Provisions become operative January 1, 2026, though the Commission may take preparatory actions before that date

Declared an emergency measure, taking effect immediately upon passage
