Establishes the Task Force on Eelgrass Resources with at least 19 members appointed by the Director of the Department of Land Conservation and Development, representing conservation groups, seafood/aquaculture industries, academic researchers, local governments, ports, and five state agencies

Invites one member from each of Oregon's nine federally recognized Indian tribes to participate on the task force

Requires the task force to assess current and historic eelgrass extent in Oregon estuaries, develop statewide protection and enhancement targets by 2040, and recommend policy and regulatory changes to achieve net ecological gain

Progress report due to Legislative Assembly by September 15, 2026; final report with findings and legislative recommendations due by September 15, 2027

Declares an emergency for immediate effect upon passage; task force provisions sunset December 31, 2027
