Increases felony strangulation from a Class C felony to a Class B felony, punishable by up to 10 years' imprisonment, a $250,000 fine, or both

Felony enhancement applies when: the crime is witnessed by a minor child, the victim is under 10, the victim is a family/household member, a weapon is used, there is a prior assault conviction against the same victim, the offender has three or more prior assault convictions, or the victim is known to be pregnant

Directs the Oregon Criminal Justice Commission to reclassify felony strangulation from crime category 5 to crime category 8 on the sentencing guidelines grid

Takes effect on the 91st day after the 2025 legislative session adjourns
