Full-time students enrolled in Oregon institutions of higher education may qualify as residents for purchasing hunting and fishing licenses, tags, and permits from the State Fish and Wildlife Commission, regardless of their actual state of residency

Qualifying institutions include public universities listed in ORS 352.002, Oregon Health and Science University, accredited private post-secondary institutions, and community colleges operated under ORS chapter 341

Students must provide satisfactory evidence to the commission demonstrating they reside in Oregon for the purpose of full-time enrollment

Amends ORS 497.006 to add "resident student" as a new category alongside existing residency exceptions for military members and foreign exchange students
